Project Description

Pittsburgh Housing Authority (PHA) submitted plans for Phase 3 of the redevelopment of Bedford Dwellings, which is located in the Bedford Dwellings neighborhood. The proposal includes seven new multiunit residential buildings, with 65 units total, which include a mix of 1, 2, and 3-bedroom units with varying levels of affordability up to 80% of the Area Median Income.

The proposed development includes parking spaces for 38 vehicles and bike parking on site. PHA proposes to plant street trees around the site on Somers Drive, install new sidewalks, and new street parking. Additional landscaping and a playground are proposed within a center lawn area.

The site is located in the Residential Multiunit (RM-M) zoning district. To accommodate the redevelopment of the site, PHA will request relief from the RM-M District setback standards from the Zoning Board of Adjustment (ZBA). A hearing will be scheduled in front of the ZBA, where public testimony can be heard on these variance requests. More information on the hearing will be posted on this page when it becomes available.

Funding for the redevelopment of Bedford Dwellings is being provided through a $50 million grant awarded by the U.S. Department of Housing and Urban Development’s Choice Neighborhoods Implementation Grant Program. This investment will support the comprehensive rebuilding of Bedford Dwellings and ensure that current residents can remain in their community and benefit from its revitalization.

Review Procedures

A Development Activities Meeting (DAM) was held with the registered community organizations in the Hill District. Notes from the meeting can be found at this link.

The project will require a hearing by the Zoning Board of Adjustment (ZBA) for variances from the RM-M district standards. Details on the upcoming hearing will be posted on the City Planning Public Meetings Calendar when they become available.
