Project Description
The proposed development at 1700 Penn Avenue is for a new 14 story, residential/commercial/mixed use building located on the corner of Penn Avenue and 17th Street in the Strip District. The project is located in the Urban Industrial (UI) Zoning District and involves demolishing one existing two story building at the same location.
The proposed development will provide 64 residential units on floors 3 through 14. The project will also house retail spaces on the first and second floors with access from Penn Avenue. Parking spaces for residents will be provided within the building on the first and second floors. Primary pedestrian access will be provided at Penn Avenue, with vehicular access provided at Spring Way.

Review Procedures
- The proposed project is requesting three (3) Special Exceptions and one (1) Variance.
- The project will be reviewed by the Zoning Board of Adjustment on August 21, 2025. Details are posted on the City Planning Public Meetings Calendar.
- The project will also go before the City’s Design Review process.
