About This Project

City Planning is reviewing a Preliminary Land Development Plan and rezoning application for the redevelopment of the former Vincentian Marion Manor facility in Banksville. The site, at 1695 Winchester Road, includes two existing structures that will be demolished to make way for the new townhome development.

The proposal, as submitted to City Planning, includes the construction of 124 townhomes for sale to residents age 55+. The development will be accessed from a private drive connecting to Winchester Road. Each townhome will have two parking stalls within an internal garage. The site includes land to be set aside for open space and for recreation space. A community center facility is proposed that will have a pool and pickleball courts.

The proposal includes rezoning the site from RM-M and R1D-L to a Residential Planned Unit Development (RP) district. Along with the rezoning application, City Planning is reviewing the Final Land Development Plan for the project, which will be reviewed concurrently with the zone change request. The project will require public hearings before the City Planning Commission and City Council.
