Update: Council Introduces the Affordable Housing Bonus Program

On Wednesday, October 15, 2025, City Council introduced the Affordable Housing Bonus Program (AHB) as an amendment by substitution to the existing proposed amendment. 902.04 Affordable Housing Bonus Program is a voluntary incentivized affordable housing program. Pittsburgh residents and housing advocates provided testimony regarding the changes. Council discussed the changes, and voted on sending the Affordable Housing Bonus Program to Planning Commission.

The Planning Commission hybrid public hearing is scheduled before the Commission on Tuesday, June 2, 2026, at 2:00 PM. For more information, please see the hearing notice.

Department of City Planning Proposal to be Amended by Substitute

System

Creates a new 902.04 Affordable Housing Bonus Program.

Utilizes the existing Performance Points System.

Geography

Citywide, except the existing IZ-O.

In all districts that allow multi-unit residential, except GT (downtown).

Unit Count

20 or more units, 10 percent affordable.

Different options based on affordability levels and bonus.

Affordability

No more than 50 percent of AMI for Rental, No more than 80 percent AMI for Owner Occupied.

No more than 50 percent of AMI for Rental, No more than 80 percent AMI for Owner Occupied.

Length

20 years for rental. For sale allowed 2 percent increase per year.

Bonus

30 additional feet and 2 FAR, except for projects already eligible for Performance Points, but these are exempt from the first stepback requirement.

15 additional feet per point earned (2-6 points possible), and exempt from the first upper story step back where required.

Payment in Lieu of $25 per square foot is an option.
