Project Overview
The Department of Mobility and Infrastructure (DOMI) is planning a traffic safety-focused corridor improvement project on Lincoln Ave. as part of the 2026 suite of Vision Zero implementation projects. The City will identify and implement targeted safety improvements on Lincoln Ave. between Atwell St. and Verona Blvd. to address and alleviate the safety issues that keep much of this section of Lincoln Ave. on the High Injury Network (HIN). This project will be developed with support from a grant provided by the Pennsylvania Department of Community and Economic Development's Multimodal Transportation Fund.
The project scope extends along Lincoln Ave. from Atwell St. to Verona Blvd.
Why Lincoln Ave?
Lincoln Ave. is on the High-Injury Network with a particularly high rate of hit fixed object, angle, sideswipe, rear-end, and hit pedestrian crashes, which have caused 28 injuries and at least one fatality from 2020-2024. These data align with community reports of speeding issues and unsafe pedestrian conditions in the Lincoln-Lemington-Belmar Visioning Plan, which identified Lincoln Ave. as a priority corridor for improvements to multimodal mobility.
A particularly high number of crashes occurs along Lincoln Ave at Atwell St, Chaucer St, Apple St, Lemington Ave, Wiltsie St, Churchland St, and Verona Blvd.
Project Goals
This project will improve safety for residents and visitors of Lincoln Ave by implementing traffic calming designs that have been proven to reduce crash severity. This project aims to address the mobility issues identified in the Lincoln-Lemington-Belmar Visioning Plan: speeding, unsafe sidewalks and crossings, the lack of bus stop amenities, and the lack of a safe bicycle facility. Additionally, this project will explore how Lincoln Ave can serve as a safe connection to the future Brilliant Branch Trail, a planned Allegheny County rails to trails project that will connect Lincoln-Lemington-Belmar across the Allegheny River to Aspinwall.
This project may include elements such as those pictured below: sidewalk repair/construction, raised crosswalks, refreshed crosswalks, bicycle facilities, splitter islands, and curb extensions. Due to limited available funding, this project will not include extensive concrete streetscape elements or landscaping.
