Project Description
Greenwood Street between Morningside Avenue and Chislett Street serves as part of the business district of Morningside with numerous pedestrian generators, including PRT and school bus routes. To improve intersection safety and reliability the Department of Mobility and Infrastructure is planning on install quick-build curb extensions at each intersection.
In addition the Department will remove the traffic signal at Morningside Avenue and Greenwood Street. The signal equipment has deteriorated, potentially leading to increased unreliability and operational issues at the intersection. DOMI previously identified this intersection as a potential location for conversion from signal control to all-way stop control, so a traffic control study has been completed to determine if the traffic signal is still warranted at this location. This traffic study follows criteria set forth in the Manual on Uniform Traffic Control Devices (MUTCD), which provides guidance to traffic engineers nationwide about such decisions.
Based on the equipment issues and traffic control study, DOMI recommends the traffic signal be removed and replaced permanently with all-way stop control.
