Proposed minor addendum to the Land Use Strategy (Program D-18)

Councilperson Bob Charland (District 3) is proposing a zone change from UC-E to R-MU for various parcels (234-262 McKee Pl) in Central Oakland, as part of Council Bill 2023-2330. A Development Activities Meeting (DAM) for this proposal was held Monday, February 12, 2024. For more information, see the DAM report and recording. The proposed zone change would result in a misalignment with the Oakland Plan’s Land Use Strategy, program D-18. For the proposed zone change to align with this element of the plan, the Planning Commission may consider revising the Land Use Strategy in concurrence with their recommendation regarding the zone change. The subject parcels are currently designated by the Land Use Strategy as part of the “Innovation District” land use area. The revision would consider changing their designation to the “Higher Density Residential” land use area.

Note: The process for amending portions of an adopted neighborhood plan is outlined in the Neighborhood Plan Guide. The Land Use Strategy is a program of the plan and a revision is considered a minor addendum.

Neighborhood Plan Guide pg. 56: “If needed, the neighborhood plan may be updated through an addendum reviewed and adopted by the Planning Commission. Minor addendums that add detail or change up to five actions may occur biennially during the audit and must be posted online. Major amendments to the plan (changes to the vision, goal, or more than one policy) cannot be made within the first five years of the plan adoption and must be submitted for review, recommended for consideration (with criteria by the RCO and city staff), and decided upon in a public hearing before the Planning Commission.
