October 2025 - Project Update

Since the Penn Avenue Rightsizing project was first introduced to the public in 2023, The Department of Mobility and Infrastructure (DOMI) has maintained two core project goals for this traffic safety project:

  1. Reduce inbound vehicular travel lanes on Penn Avenue from two lanes to one as an effective countermeasure to reduce vehicular crashes along this High Injury Network corridor.
  2. Repurpose the newly created extra space by establishing an inbound bike facility.

Over the course of these two years DOMI has held numerous stakeholder meetings and received extensive feedback both expressing support and concern over these proposed changes. Through this process, DOMI has been clear that it is important to make project compromises while maintaining the two core project goals listed above.

This revised final design reduces travel lanes from two to one, establishes an inbound bicycle facility, uses quick-build materials to restrict roadway width at intersections and select mid-block locations, preserves or enhances all existing loading zones, maintains two lanes of on-street parking, and ensures our first responders have the same roadway access as existing conditions. DOMI is excited to complete this project in the coming weeks and deliver a much-needed safety improvement to this stretch of Penn Avenue.
