What is a Registered Community Organization (RCO)?

Registered Community Organizations (RCOs) are nonprofit community organizations, or a collaboration of community organizations, that are registered with the Department of City Planning and act as key stakeholders for a specific geographic area. RCO's must meet a specific set of standards be registered through the City. Each RCO is also required to renew their status by submitting a recertification every two (2) years.

The City of Pittsburgh adopted the Registered Community Organization (RCO) ordinance in September 2018.

What do RCOs do?

RCOs play a vital role in the development projects and neighborhood planning process within their geographic area. RCO's are guaranteed a public meeting with a developer or applicant prior to a public hearing for any new development, also known as a Development Activities Meeting (DAM). If an RCO does not exist in a neighborhood, developers are still encouraged to engage with community members but a formal meeting is not required.

DAMs are open to the public and intended as spaces for the wider community to ask questions and share feedback with the developer.

RCOs must renew their status every two (2) years by providing updates on any information that has changed since their most recent recertification.

The 2025 deadline for recertification has been extended to January 31st, 2026.

Please only submit this form once for each organization, and only if the RCO is in need of recertification. Do not submit an application to become a new RCO through this form.

Four years after passing legislation with subsequent programs in effect, the Department of City Planning is exploring the efficacy and success of the RCO program. This effort is largely in response to feedback received from various stakeholders and user groups and the administrative work load placed on DCP staff to intake, process, coordinate, and manage tasks related to the RCO program.

Your input is crucial to our team in determining how to improve the RCO program while continuing to center community voices in the City's continued growth.
