Project Description
Improve multimodal safety along Smallman Street in the Strip District by establishing an outbound bike lane, reconstructing sidewalk, and improving crossing safety between 21st St and 36th St.
Project Background
The Strip District is becoming a more residential neighborhood every year, but still lacks complete sidewalks and intersection improvements. The Strip is also vital a flatland connection between Downtown/Cultural District and several east end neighborhoods, but it lacks a complete bicycle network. The Smallman Street Complete Street project fills a critical gap in the neighborhood by enhancing safety along a changing corridor. It also fills a gap in the City's bike network by providing a safe and dedicated outbound bicycle facility to pair with the existing inbound facility on Penn Ave.

Strip District Mobility Plan
With only four streets making the connection through the Strip District (Liberty Avenue, Penn Avenue, Smallman Street, and Railroad Street) they must work and coordinate as a system. Together, these streets make a complete network by accommodating vehicle traffic, providing access to transit, accommodating bicyclists, and enhancing access for pedestrians to safely visit Strip District businesses.
