in 2026 DOMI will be conducting a parking study in the Strip District to inform changes to parking regulations. The study area will generally include Smallman St, Penn Ave, and the numbered streets that are currently not metered parking. The goal of this study is to balance a desire for greater turnover for commercial businesses with the needs of residents and employees. New recommendations could include paid parking, residential permit parking, hybrid RPP, and / or a parking enhancement district. While this study is separate from planned and ongoing projects on Penn Ave and Smallman St, changes to those streets will inform the parking study's recommendations.
