September 2024 Update

Please be aware that construction for the signal replacement at Penn & Highland will be starting this month. This signal upgrade is jointly funded by PennDOT’s Green Light-Go grant program and the 2022 City of Pittsburgh Capital Budget.

This project will include:

  • Accessible pedestrian signals
  • New mast arms with LED luminaires
  • Base-mounted controller cabinet
  • 12" LED vehicular signal heads with backplates
  • Pedestrian countdown signals
  • Leading pedestrian intervals
  • Protected left turn signalization and Flashing Yellow Arrow left turn signalization
  • Camera detection system
  • ADA curb ramp construction
  • Signing and pavement marking improvements

The contractor, Sargent Electric, will be in the area for the next few months performing this work. We anticipate only minor impacts to traffic in this area and no required detours.

Project Description

This project is funded through the 2023 City of Pittsburgh Capital Budget (20%) and the Pennsylvania Department of Transportation (PennDOT) Municipal Signal Partnership Program, also known as “Green-Light-Go” (80%). It consists of the replacement of the traffic signal at the intersection of Highland Avenue and Penn Avenue, located in Pittsburgh’s East Liberty neighborhood.

  • Signing and pavement marking improvements

The upgraded signal infrastructure will address multiple safety concerns and improve the user experience for all modes. From 2017-2021, there were thirteen crashes at this intersection, in which one resulted in serious injuries and another two resulted in minor injuries, with most crashes being angled or pedestrian related crashes. The addition of protected left turn signalization, flashing yellow arrow left turn signalization, and a leading pedestrian interval (LPI) will greatly improve the safety of this intersection.
