Preferred Plan Design
The preferred plan design was developed based on community feedback received on the three concept designs presented in May. The proposed plan includes a renovated restroom building, two new shade pavilions, new splash pad, seating, stage areas to host events, lighting, and new tree planting. A level lawn area is proposed in the former N. Braddock Ave right-of-way that can be used for informal sports, such as touch football. The project team is discussing with Pittsburgh Public Schools the possibility of placing a full basketball court on the Student Achievement Center property that would be accessible to the public when school is not in session.
An alternate plan was developed showing a full basketball court in the former N. Braddock Ave right-of-way, in the event that placing the court on school property is impractical.

Survey Results
Pittsburgh Parks Conservancy staff and community partners attended a number of community events throughout October 2023 to collect user surveys and better understand how people use Baxter Park, and what vision they have for the park in the future. Below is a summary of the results and key takeaways from that effort.

About this Project
About this project
The Pittsburgh Parks Conservancy, in partnership with the City of Pittsburgh, community organizations, and other key stakeholders are developing an improvement plan for Baxter Park. The plan will aim to achieve the following goals:
- Enhance Baxter Park to meet community needs
- Help advance goals identified in previous community planning efforts
- Activate Baxter Park
- Develop a plan based on community feedback and consensus
The final improvement plan will be realistic, achievable, and provide a basis for fundraising to further develop and construct the project. However, community participation is critical, and we need your feedback to develop the best plan possible for Baxter Park.
