Project Description
The project involves the construction of two, six-story residential apartment buildings with approximately 235 units in total, plus retail space, protected bike parking, and structured parking. The primary access points will be from Penn Avenue and Liberty Avenue, with vehicle access from Spring Way. The building at Penn Avenue and 31st Street would replace the existing buildings on site, and the building at Liberty Avenue and 31st Street would include new construction as well as the adaptive reuse of an existing building at the site.
The proposed development project is located within two zoning districts, Riverfront Industrial Mixed Use (RIV-IMU) and Urban Industrial (UI). The buildings will both be reviewed by the Planning Commission and the building at Liberty Avenue and 31st Street also requires Special Exception approval from the Zoning Board of Adjustment (ZBA).

Project Details
Penn Avenue Development Project:
- 111 dwelling units,
- 6 stories, approximately 74’-7” building height,
- 48 structured parking spaces, and
- 40 protected bike parking spaces.
Liberty Avenue Development Project:
- 123 dwelling units,
- 6 stories, approximately 69”-4” building height,
- 77 structured parking spaces, and
- 38 protected bike parking spaces.
Review Procedures
- The Penn Avenue project will require performance points to comply with the height requirements in the RIV-IMU zoning district. The bonus goals and points will be determined and posted here later.
- There is no Registered Community Organization (RCO) encompassing the Strip District, but Strip District Neighbors is an active community organization that will be updated on the project.
