Project Description
The City of Pittsburgh, along with its Sister Agencies, is conducting a comprehensive regional disparity study to understand the effects of race, ethnicity, and gender in the ability to do business throughout the region. This study aims to identify existing barriers to equal opportunity, assess the participation of minority and women-owned businesses in public contracting, and develop actionable strategies to promote fairness, equity, and economic inclusion in procurement and business development initiatives.
Project Goals
As part of that process, the Regional Partners will collect data regarding the utilization of minority, women, and LGBTQ-owned businesses, as well as the utilization of these firms as contractors and subcontractors in the Regional Partner’s marketplace. In addition to analyses of quantitative data, the Disparity Study will also examine qualitative data regarding discriminatory barriers or behaviors (to the extent that it exists) provided by business owners, professional organizations, and other marketplace stakeholders.
We encourage ALL business owners to provide information about their experiences, particularly concerning discrimination while doing business or attempting to do business with the study consortium and other public or private entities in the Regional Partner’s market area. We hope that all firms will participate.

How Do I Get Involved?
The business community can participate in the disparity study in one of several ways:
- Focus groups
- In-depth interviews with local businesses
- In-depth interviews with professional organizations
- Online and telephone surveys
- Direct Email
ASL and other language translations are available upon advance request.
MGT will host a public information session to introduce the study objectives and listen to businesses owners’ experiences regarding doing business or attempting to do business in the regional Pittsburgh marketplace. Businesses are encouraged to attend in person or virtually.

Businesses have more latitude for additional information on their experiences. Business owners can sign up to schedule their in-depth conversation with the MGT team by completing the Disparity Study Contact Form.
Businesses can complete an online or over-the-phone survey as part of the Study.
