October 2024 - Project Update

Project construction is complete. DOMI will be monitoring these changes and collecting "after" data in the coming months on Penn and on Main. .

Project details can be found in the "Project Designs" tab below, but the project includes street narrowing "chokers" along Main St. between Penn and Butler, and two traffic diverters preventing left turns and vehicular movements crossing Penn Ave at Fisk and 39th Streets.

The diverters will also serve as pedestrian refuge islands for individuals crossing Penn as pedestrians.

Overview

The Lawrenceville Safety Suite project scope responds to safety concerns around Penn Avenue and Main Street in the Lawrenceville neighborhood (Council District 7). This section of Penn Avenue has been identified in the Department of Mobility and Infrastructure (DOMI) High Injury Network.

DOMI’s proposed safety upgrades include:

  • Intersection improvements:
    • Pedestrian crossing islands on Penn at 39th and Penn at Fisk Avenues, which will reduce angle crashes and improve pedestrian crossing safety.
    • Some vehicle movements will be restricted through these intersections with these designs. See designs below.
  • Traffic calming “chokers” on Main St between Penn and Butler.
    • DOMI will use quick-build materials to create mid-block curb extensions to create pinch points throughout the corridor that slow vehicles and discourage sidewalk parking. See draft design below.
  • A new crosswalk on Fisk near the Carnegie Library, connecting to the pedestrian path leading to 40th from Fisk.
  • An updated intersection and signal layout on Penn at Main with safety improvements.
    • This will happen in a second phase, coming later in 2024.

Project Scope

This project scope encompasses Main Street from Butler Street to Penn Avenue. Quick-build traffic calming “chokers” will be built along Main Street.

There will be traffic signal improvements made at Penn Avenue and Main Street as part of “Phase 2.”

At Fisk Street there will be a mid-block crosswalk near the Carnegie Library of Pittsburgh at the Pedestrian Path (from 40th street).

Intersection safety improvements will be added on Penn Avenue at the intersections of Fisk and 39th including traffic diverters and pedestrian crossing.

Main Street Conceptual design for traffic calming “chokers”. Seven of these chokers (pinch points) are planned to be constructed at mid-block locations throughout Main Street, between Penn Avenue and Butler Street. Each choker will be approximately 300 feet apart from the next.

Construction Timeline

Construction was completed in October 2024.
