Welcome Oakland Plan Steering Committee Members!
This page has been created to store all of our working files in one place. You will continue to receive updates and files by email as well. On the right-hand side, you can downtown the full Draft Implementation Table in Excel and PDF format. Click the dropdown below for a reminder of what the formatting of this table means.

More about the Draft Implementation Table (from 11/24/2021 Email to Steering Committee)
We will use this table to review draft strategies at the work sessions starting next week. The table is attached in an editable Excel sheet and a PDF that may be easier to print. Please start reviewing these now and capture your comments in the “Steering Committee Comments column”. We’ll collect these from you in January. Note: There is a fifth tab that is currently a placeholder for major themes from the plan. Staff have some ideas about what those are, but we can discuss those as a group as well.
There is a lot in these tables so here’s a legend…
Colors/text formatting:
Color highlight: these are strategies that staff are planning to discuss with you at work sessions. You are welcome to let us know if you have requests for strategies that we have not highlighted.
Bolded items: where an entire row of text is bolded, this lets you know that the strategy was included in the online engagement that started in September and is wrapping up this month. Staff have done our best to address all comments made to-date. There is some bolding that shows up under Implementers but this is used to refer to the lead implementer.
Gray items: text that is dark gray represents goals and policies. These are included so you have all materials in one place and can provide comments on them. The goals have not been updated yet based on public comments from EngagePGH.
Column explanations:
Topics: these are the topics from the neighborhood plan guide and are for reference only. No need to comment on those.
Strategy: consider this the title for the strategy. It should be a few words that clue you into the main idea of the strategy.
Detail: this is the longer description of the strategy.
Summary Page: this shows where staff are creating 1-3 page summaries of this strategy to provide more detail and direction for implementation. We’ll plan to review these summary documents at the work sessions and make edits during the meetings. For the Mobility chapter, these summaries may include maps which the strategy language calls the “relevant map” for that item.
Steering Committee Comments: This is a place for you to keep notes about changes or comments you'd like to request. We'll ask you for your spreadsheet in mid-January so we can start to make those edits before we release the public review draft plan in February.
Summary Page: this shows whether staff are planning to include a 1-3 page summary of the project in the draft plan. We will use these draft summaries to manage our discussions during the work sessions.
Timeline columns: columns F-I include ranges in years: 0-2, 3-5, 5-10, and ongoing. These represent when we think the project could start. They are not filled in for goals or policies as these don't have a specific timeline for completion, but should be there for all projects and programs.
