Overview
The Penn Circle Two Way Conversion project is an integral part of Phase 1 of the East Liberty Transit Revitalization Investment District (elTRID) implementation plan.
This project will create:
• 6,492 Square Feet of Additional Green Space
• 8,000+ Linear Feet of New Protected Bike Lanes
• 51 New Street Trees
• 3,900 Linear Feet of New Directional Lanes
• 10 Additional Parking Spaces
• 34 Total Striped Crosswalks
Construction Timeline and Phasing
- Construction is expected to restart beginning Monday, March 18, 2024 and last until July 2024.
- Hours of construction will be 7:00 AM - 5:00 PM.

During final
construction there will be lane closures on following segments of the project
area:
- S Euclid Avenue between Penn Avenue and Centre Avenue
- N Euclid Avenue between Station Street and Penn Avenue
- Station Street between Highland Avenue and Rural Street
- In order to minimize disruption to the area, the final aspects of the project will be completed in phases. A traffic management plan has been developed in order to keep traffic circulating smoothly and safely.
- Access to Friendship Avenue from the Euclid Avenue and Baum Boulevard intersection will be maintained.
- All access to driveways and businesses will be maintained during construction with intermittent, temporary closures during times of adjacent construction work.
- Parking may be restricted during construction. Temporary no parking signage will be posted in advance at all locations where work is taking place.
