Project Background

The Department of Mobility and Infrastructure (DOMI) is leading a full reconstruction and redesign of Smithfield Street in Downtown Pittsburgh, spanning from Forbes Avenue to Liberty Avenue. This major infrastructure project will include comprehensive upgrades to the street, with the goal of modernizing the entire corridor by adding expanded sidewalks, improved pedestrian experiences, and beautifying this highly-utilized downtown space. The existing transit-only lane will be maintained as it exists today.

In collaboration with the Pittsburgh Downtown Partnership and the Department of City Planning, this effort began with the creation of the Downtown Mobility Plan—a unified mobility and placemaking strategy for the city’s core that was developed from Fall 2019 to Spring 2021. The Plan was shaped by extensive public engagement and reflects the priorities of thousands of residents, workers, business owners, and stakeholders.

Formerly referred to as “Smithfield Reimagined,” the Smithfield Street Reconstruction Project reflects one of nine High Impact Priorities identified in the Downtown Mobility Plan and envisions a vibrant, people-centered corridor that promotes walkability, supports local businesses, and creates a more welcoming and accessible downtown environment.

Phases

  • Phase 1 construction will take place from Forbes Avenue to Sixth Avenue
  • Phase 2 is planned to span Forbes Avenue to Fort Pitt Boulevard
  • Phase 3 will complete the work from Sixth Avenue to Liberty Avenue

DOMI is currently finalizing design for construction bidding. It is anticipated that construction will begin soon after the 2026 NFL Draft.

Community Engagement
