2026 Budget Engagements
The 2026 Budget Engagement sessions are currently underway and accepting registrations for sessions. Each session will cover information about capital and operating budgets, what types of projects can fall under each category, and how to allocate resources towards each project. Participants will be given a chance to work in small groups to apply this knowledge in a practice simulation and provide feedback to tell us what's important to you.

Purpose
Every year, the City of Pittsburgh goes through a budget process where City leaders, with direction and input from residents, must decide where to allocate resources. Before the budget is approved, the members of City Council must approve a proposed budget that determines how much money is spent in each of Pittsburgh's nine districts.
The purpose of conducting budget engagements is to work with City residents to determine what, where, and how the City should allocate resources. This provides an opportunity for residents to provide feedback and engage with City staff.

Capital vs. Operating Budget
The Capital Budget funds projects that are used to design, build, restore, retain, or purchase City-owned assets. These must have a minimum value of $50,000 and have a useful life of at least five years.
The Operating Budget funds expenditures that pay for most day-to-day governmental activities.
